In the summer of 2016, the White House asked USAID to lead efforts to stage the White House Summit on Global Development. In his role as Director of Protocol and Special Events, Clay led creative concepts for the design of the summit, venue selection and layout to effectively communicate the summit objectives with a wide, diverse group of stakeholders. Summit components included a static display of the U.S. Government priorities in Global Development, a special presentation highlighting food security issues with celebrity chef Spike Mendelson and six plenary sessions with a diverse group of development experts and government officials including Secretary of Agriculture Tom Vilsack, National Security Advisor Ambassador Susan Rice and  United States Ambassador to the United Nations Samantha Power. The event concluded with a keynote address from President Obama.


Clay served as primary liaison with the White House Communications Agency and the United States Secret Service coordinating logistics for both. Clay received a Certificate of Appreciation for the "outstanding manner in which [he] provided support to the President of the United States...[his] unique abilities, coupled with superb attitude and  professionalism, enabled the Agency to provide critical support to the President, White House Staff and the United States Secret Service."
